Why didn't Obama offer to do this to protect them from

I may have misunderstood his reference to the Eiffel tower. It may have required as much steel/iron structure as required to build the Eiffel tower. It is 6 months AHEAD of schedule. When the railroad bridge is open
next year imagine folks in the Crimea will be able to shoot up to Moscow
by train overnight. Not bad for all the many many sanctions we have
against Russia....HA HA HA HA HA
